 Role Purpose:   

To develop and deliver the overall country business strategy and plan for English, including all financial and non-financial targets measurable through impact and income. To lead teams effectively to meet the volume, financial, client satisfaction, quality & teaching excellence targets for the France teaching operations. To develop and continue the expansion of the teaching business to meet country, regional & global business targets & to encourage and develop excellence and innovation in our teaching work. .  

   Specific Country Context: 

France is a major trading and strategic partner for the UK with a population of over 67 million, over 2 million of whom live in Paris, (Île-de-France covers 12,000 square kilometers and has a population of 12m), and the UK is a popular education and employment destination for French nationals. The British Council has had a presence in France since 1944, and opened its first English language teaching center in Paris in 1998 and there are significant arts and educational programmes .
The British Council in France is one of the largest teaching businesses in the EU region. Income exceeded 8.6m GBP in 2018/19. (The introduction of VAT on many courses in 2019 may result in a reduction in the income figure in the accounts, though we expect volume to continue to rise in year). It is a mature teaching market, with opportunity for growth, and substantial increase in volume has been achieved in the last 5 years. It is also a very diverse business with an unusual portfolio for Europe. Our teaching is primarily to Young Learners (aged 2 to 17) covering the life stages of Maternelle, Early Years, Primary and Lower and Upper Secondary and there is also a bilingual programme. We have a substantial Adult offer. 

Main opportunities/challenges for this role: 
1.  To provide strategic and business leadership of the ELT offer for all sectors in France, in line with the changing market and customer expectations. To provide effective line management and support for the teaching team to ensure business, impact and quality targets are met. To implement standardized corporate approaches, policies and processes, and ensure applicable corporate standards are met. To ensure teams have a sense of shared purpose and lead the effective management and implementation of change in the Teaching context.  
 2.   To enhance the business model and expand the operations through innovation and market focused business development initiatives in order to meet growth and efficiency targets in line with regional expectations.  To gather and utilize comprehensive, timely business analysis and insight in support of optimizing business results for France teaching, by both identifying opportunities for development and greater operating efficiency and effectiveness. To ensure marketing, customer services and sales teams co-ordinate effectively to achieve shared goals and that teams utilise up to date market insight and research in support of our work.  
 3. To ensure that the centre is able to effectively manage any changes necessary under the realignment of the France status and tax position, and that action is taken to re-align the business model to ensure ongoing efficiency, effectiveness and business success.  
 4.  To develop the strong existing relationships with the Education sector to support the Ministry in the development of English provision in the state sector and to support the increasing demand for bi-lingual education in the private sector through consultancy and training.  
 5. To work effectively as part of a Senior Management Team, complementing the contributions of other lead roles, ensuring effective communications, engagement, and that staff are fully informed of, and engaged in, national developments.
