Regional operating context -

To support this vision statement, the Government of Rwanda announced its decision to shift to English medium education in 2008 and joined the Commonwealth of Nations in 2009.

 

The British Council has operated in Rwanda since 2008 becoming a full country directorate in 2012 with the aim of building cultural and educational relations between Rwanda and the UK. British Council Rwanda offers a range of British Council services and programmes including Exams, Education, English in Education Systems and Arts.

 

Since 2008, British Council Rwanda has been supporting the Government of Rwanda achieve its ambitions and has delivered a number of successful programmes and initiatives (both donor and British Council grant funded) to support improved teaching and learning in the basic education sector. As a result, relationships have been fostered and continue to develop with MINEDUC, REB, donors and development partners and British Council’s expertise, notably in the teaching, learning and assessment of English in Rwanda, is recognised

Role purpose

Building Learning Foundations (BLF) Finance Manager

 

The post holder is responsible for the provision of efficient and effective financial management support to the Building Learning Foundations (BLF) Team. The BLF Finance Manager will be responsible for the timely and accurate planning of project budgets, cash flow projections, recording of transactions and adjustments, and monitoring and analysis of actuals vs plans, making sure that all corporate and audit standards are achieved.

 

Main opportunities for the role include but not limited to;

  • Financial planning and analysis:
  • §  Support BLF Team Leader English Literacy to prepare and upload project financial plans and forecasts
  • Project Financial Management:
  • §  Participate in monthly review of Year to Date balances of Trial Balance and ensure that Month on Month movements have been analysed and exceptional movements investigated and explained or escalated as appropriate
  • Resources Management
  • §  Manage and record Project Support Officer (Payments) time across the project depending on need to reduce the budget spent on hourly paid staff and ensure submission of accurate monthly time sheets
  • Procurement and Contract Management
  • §  Monitor compliance with corporate procurement policies and standards, code of conduct, operating guidelines and local regulations

 

Role Requirements:

  • Good written and spoken English and Kinyarwanda (Aptis B2)
  • Degree level finance qualification or equivalent, addition qualification in finance is desirable
  • Part qualified chartered accountant (ACCA/CPA/CIMA or equivalent)
  • Basic accounting knowledge
  • Experience in comparable role(s) including working on donor funded development projects / programmes.
  • At least 2 years working experience in Finance managerial role.
  • Good working knowledge of Microsoft packages
  • Teamwork: ability to work collaboratively to achieve a goal.
